Ghost IP's are exceeding my license

I recently moved 20 endpoints to a new subnet.  Now all the old IP's are still showing up as "active" in the licensing table.

I restarted the DHCP servers.  I verified that the addresses were completely gone from the dhcpd.leases file.

I went into cc -> MAIN and reset the license count.  And I set the active_ips to null. I verified that it worked as the page then showed zero IP's in use.

Then, 6 hours later, all the old unused ip's are back in the licensing page, and I'm out of addresses, even though in reality I'm only using 1/2 of my license count.

Where else do I need to go to clear these buggers out?  I can't wait 7 days between each change.  I'm a busy engineer here.

I also tried writing "please release the addresses" and on a slip of paper and burning it under incense.  Still no luck.
