In case anyone else has this problem:
We were trying to apply a license file to a UTM320 and kept getting an error
"LICENSE_PGP_PARSE (OpenPGP failed to understand the format of the license file.)"
After much hair pulling, we realized that it was because we were uploading it from a Mac. I assume it's some sort of character-set/encoding bug. If anyone else is having problems, try running the upload from a Windows VM.
As an aside, I appreciated that they didn't give up working with us to resolve it. It never occurred to us to mention we were on Mac (since the UTM Admin Portal works fine otherwise), and it never occurred to them to ask. It was sheer luck that I was on a Windows Box when trying this last time.
