User Portal Read only account

Hi

I am trying to create a user who is able to view all mail logs in the user portal. Currently I have created a test account to test however this does not allow the user view any mail logs at all. The SMTP log menu appears however it is not populated. We depend send a lot of mail to clients which are automated as part of the service we provide however it would be great if some selected users were able to view all the logs
