UPSD Does not autostart on reboot

My firewall has a USB UPS and it used to give notices when I had a power event. Latley I noticed a couple power events that I did not get any notice from the firewall logs or E-Mail like I used to. I used SSH to run ps-A and could not find the UPSD running, I ran /etc/rc.d/upsd start and it started OK and the UPS power bar now shows in the Web Dashboard. Can any one give me an idea why it is not starting automaticly?

    I have checked and notice that there is no command in rc3.d to start UPSD. No command in any other rc runlevel ether. Can some one help me understand how ASTARO detects the UPS and then links the command to start/Kill the UPS Proccess during boot time?? This is Version 7.200
