Cannot get External IP

ETECH
Having issue with External interface getting IP address. Have 2 REALTEK NICs (on HCL). Using Verizon dynamic DSL. I had a good backup before it stopped working. Reinstalled clean ASG. Restored good backup. Still cannot get external IP from ISP. Please advise.
