VIA EPIA PD10000 1Ghz

I am thinking of purchasing a power user license for 25 users. Does Astaro still do power home user licenses? And if so will this hardware work for around 25 users:

Via EPIA PD10000 1Ghz
512 DDR PC2100
40GB Hard drive
motherboard has dual nics don't know if they are supported.

I was wondering if this would hold the number of users going through it. I want to have HTTP Proxy with virus and content filtering. POP3 Proxy with spam and virus filtering. And IPS. 

Am I asking too much of the hardware? The thing is I am tired of my noisy 500Mhz amd K6-2 and want a very small form factor pc in its place.

    Has anyone setup ASG 6.1xx on the Via EPIA PD-10000 yet?

    I was initially looking at a small Tyan FlexATX board (Tyan Tomcat i845GV S3098G2N-G), but 73w seems ridiculous for a Celeron D.

    Again, Astaro's ASG 110 and 120 appliances are VIA powered with a 633 or something MHz CPU. If you have a look at the specs on the website or who is using those hardware for what purpose in here you might get an idea of what they are capable of and how much more your setup might be able to.
