Transfer license from 3.2 to 4.0

Do the PowerH license transfer from 3.2 to 4.0? If not, is there a PowerH license structure in 4.0?

Use your licence in ASL 4 from ASL 3.2 is same key for version of ASL

I d/l the patch 4.0.18/4.0.19 manually, and try to install it. But it will not install. The license say up2date hsa expired. But i though the up2date license is only for automatic retrieval
