I think that adds only the functions (ie prepares) for the upcoming ASl 3.2 -> 4 migration kit.
 

Is there any word on the release of the 3.2 -> 4.0 migration kit?  Is it coming in a few weeks, months, etc?  

don't know really... when asl 4.0 was out, a migration kit from 3.2 was dued in 60 days... which have expired.
But a post in announcments said that the new Asl 4.008 was the base for the migration kit.
But no release date till now.
