Updated to V4 and restored a backup from V3.2. The webadmin port had been changed from 443 and did not transfer properly to V4. Oliver said to change port to 443 in the file `settings' at /etc/wfe/conf. I had reinstalled V3.2 until issue was defined. Decided to try changing webadmin port to 443 in V3.2, make a new backup and then install V4 and restore. Worked great.
