Error in Up2date 3.213

Can you tell me what the error message in line 23 means ? :

    DHCP server will get replaced in this update due to security issues (see announcement), after replacing the up2date mechanism tries to start the service again, even it was not running before.. 

    two possibilities for the error:
    - dhcp server is not configured and thus cannot be started
    - middleware was not fast enough in setting up interfaces - in this case middleware will start dhcp server itselft when interfaces are ready..
