can't change/delete user

In the webinterface I first tried to change the passwd and permissions (http, socks or pptp)for a user. In the webinterace it looks as if it was working, but actually does not. 
When deleting the user he still can make a pptp connection and can use http-proxy and socks. The same if I try to change the passwd. It remains the one which I set the first time. After deleting the user and adding again. Still the first settings seem to work (passwd, permissions). I can't change.
What to do?

Some more info. It seems to me as if the whole interface had died. Because ssh is disabled in te interface but still open and usable. And so on.

Waht to do? And what to do to avoid such a desaster next time? I can not trust to what I see!

Once again. Because REBOOT from the webinterface didnot work. I first tried reboot. but did not work either. shutdown -r now definetly worked. But still the webinterface tells me that thes systems has been up for more than 6 weeks and that shh is disabled, but it definetly is not!
