SelfMonitoring: restarting nacctd

I am having some problems with 3.030, It keeps e-mailing me the same problem and gives me the message titled "SelfMonitoring: restarting nacctd" and the body is included below.  Does anyone have any insite into this?

     /var/log/account/net-acct not newer then /var/log/account/timestamp - restarting nacctd

Also, I am having another problem this one though is where I am not allowed to connect the inside and outside cards.  Thank you.
