lib/libc.so.6: version `GLIBC_2.1.3'

Hello guys, It has been a while since I last posted anything on this list.Anyway..here I go! I scp the "arp" binary form my RH 7.1 workst to my asl. When I try to run the arp binary in order to manually set my arp table, I get the following "lib/libc.so.6: version `GLIBC_2.1.3' " . I would appreciate it if anyone has any idea what causes this and a possible workaround.
    On the same subject...I was wondering if I can update my arp table by echo or cat my values to /proc/net/arp?
