Multiple internet connections - one always not working properly

We have a setup with 2 different WAN connections, and one of them is always not working properly, but it could be either one. When it is up it works fine, but then after 10-20 minutes it drops and then 10-20 minutes later comes up again. Renewing DHCP manually will cause it to come up immediately.

The WAN connections are IP/DHCP handoff, and are wireless WAN connections. They are with the same provider, have the same default gw.

tcpdump shows that the "good" connection never makes arp requests (apart from when it first comes up, presumably). The "bad" connection though seems to make arp requests every 60-120 seconds. The "bad" connection won't have a lot of traffic going over it, but there is at least the gateway monitoring every 15 seconds.

It sounds very much like a provider issue, but the provider denies there is anything wrong and the fact that the problem has moved back and forth between the two connections over the last few months is really strange.

Any ideas or comments appreciated!
