Ignore requests / traffic based on Subnet

We had an issue here today where someone bridged 2 of our segregated networks together and the result was requests that should be answered by 1 router were sometimes answered by another.

Is there a rule I can set that says if you see any traffic coming from a 192.168.## IP Address send it to the other router? I'm thinking this may be possible using a Static Route -> Policy Route ?

I can't think of a way to make this work if a device from the "Other" network is requesting an IP Address,  but if it does already have an IP Address it would be nice to reroute its traffic to the correct Gateway until I can find and fix the problem.
