UTM 9.4 causing cable modem to randomly reboot

I hesitate to even ask this question, but I'm running out of ideas.  I recently upgraded UTM on my VM from 9.3 to 9.4.  Shortly after that my cable modem began to restart itself randomly several times an hour.  The modem logs showed a sync and ranging errors so I called my cable company.  They tested all the lines and found no problems so they put some new ends on and left.  When it was still happening, they replaced my cable modem and the problem still persisted.  I tried hooking my computer up to the modem directly, and the problem seemed to disappear.  I thought maybe I had a bad update (since my Cisco VPN also broke on this update, but that's for another question) so I reinstalled UTM 9.4 and restored my backup.  The modem began to reboot itself again as it did before.  I still had a hard time believing it was related to the update, but grasping at straws, I downloaded 9.3, installed it on a new VM, restored and old backup, and switched it over.  To my surprise, the cable modem has been rock solid for about 12 hours now.  I'd like to be able to update, but I'm not even sure where to begin to look for what could be causing this issue.  I've already disabled pretty much every functionality in 9.4 to try to identify the problem, but nothing has worked.  Does anyone have any ideas as to what could possibly be causing this?
