Sophos UTM 9 AWS purchase

Question

Hi, 
 We have deployed UTM (BYOL) in AWS with autoscaling mode and looking for license to purchase, below are my queries further to take decision on purchasing. 
 Would need answer ASAP. 
 
 1) are licenses based on USER wise ? 
 2) here User - is referred as Site - Site connectivity support ? 
 3) If i purchase say ex:10 user license for a year, and later if +3 users require site - site VPN within the year then how can we do it ? 
 4) can we only keep increasing user limit for every renewal of license purchase or how shall we do it ? 
 5) referring to data sheet as attached, should we go by default to full guard without any optional selection
