Slow SSH traffic between networks on UTM9

Hello Everyone,

Hoping someone could help me

I am seeing slow SSH performance between networks running through the UTM

I am running 9.404-5 firmware  I ssh from IP to IP so Its not a DNS issue  i am not seeing any drops
the 2 networks that I am routing between are not in the IPS networks but I did shut it down for a brief test no difference

I turned off syn rate limiting no difference but when I move the server back to the same network as the client machine there is not issues with speed 

I separate each network via vlans   I checked for packet loss and latency but its all normal I will run a packet capture to see if I can find anything there
