Usage limits can be set by IP in QoS with download Throttling rules. Without knowing your problem, it's difficult to make any specific recommendation.

Surfing quota can be defined in terms of minutes allowed on a particular Category, you can refer the community post here:

To configure the quota you can navigate through the options:
Web Protection>Filter Actions>Additional Options> Quotas.
If you explicitly want to define surfing quota on the basis of usage i.e., Mbit, Kbits,etc; I request you to raise a feature request from here: http://feature.astaro.com

I didn't understand that his question was limited to traffic passing via the HTTP/S Proxy, but the following approach should cover that.
In QoS, you can use the 'Advanced' selection 'Amount of data sent/received' to tailor a Traffic Selector on the Internal interface that limits download bandwidth after a certain total is reached.

The user wanted to define explicit Data Quota of 1 GB for a particular User. Hence, an alternative can be Surfing Quota limitation on the basis of time units. Your suggestion will limit the bandwidth after an amount of data sent/received.
The user data quota can be defined in our latest Firmware version and project name Copernicus. You can refer the link for further information. Hope that interests you :)

Brilliant knowledge, but the constraint is that we cannot limit a USER; we can limit an IP address or Network IP. ;)

It means quota is not define user wise.? its define ip base
With the exception of using the User Object in the UTM which only comes up when you prefetch users and it can sometimes pull in the "Known IP Addresses of a User", the UTM is an IP based system not a User based system (with the exception of Web Filtering).
The Sophos Firewall OS has what you want to do baked directly into it's user layering and is applicable from the Policy layer but the UTM can only "Jury Rig" what you'd like to do.
Does that user have a specific MAC address all the time or is it hotdesked?

Sachin, he's not trying to limit a specific user, but to apply a limit to each user. That is accomplished with my suggestion.
