web console access restriction to just policy helpdesk and being able to reset quota

I am trying to set a user access to the console with the restriction to only access  the policy helpdesk (web protection section) and to have the right to reset the quota.  The only way I have found to make this work is to give the user web protection  manager access right  if I try auditor right they can not reset the quota. I really don't want to give full web protection so that someone can reset a user quota.  Am I missing something in how to have more granular control ?

    PS in customary UTM parlance, "console"  refers to the commandline interface available when you connect a monitor and keyboard directly to the device running the UTM software.  WebAdmin is the GUI used to manage the UTM.
