Why would downloading at partial speed Saturate the WAN connection?

I am trying to work out what is causing poor performance through the WAN interface on our UTM?  It seems whenever one host on our LAN downloads heavily but no where near at full speed the other hosts internet speeds plummets drastically and so do any RDP connection from outside.

What could be causing this if im not using anywhere near the potential of our WAN Fibre Broadband speed, speedtest.net reports me being able to get full speed. So wondering why my connection gets saturated so quickly at partial speeds?

    4gb RAM, CPU its a Virtual machine but it has 2 cores from xeon e5430.  There are only 5 or 6 machines on that LAN and generally no more than 1 or 2 users at once, there were 2 users when this happened. Broadband speed is 50meg down 5meg up.  The actual usage when i looked last time this happened it was using 12meg down.  Also the hardware usage for RAM & CPU wasnt maxed out at 100% either.

    what hypervisor are you using?  What nics are in the host mahcine?  How many users?  Which modules are in use?  What is the lan speed?
