Hotspot and IP Block Limit

I started getting notices from UTM that I'm exceeding my IP limit.  I have no where near 50 devices on my home network. After digging in it appears the issue is clients that connect to the hotspot network, but do not authenticate, count as an IP.  This is very problematic as more and more devices are randomizing MAC addresses to prevent WIFI tracking (i.e. iOS 8 does this.)  I think this is why I've just started seeing this issue recently while I've had Hotspot running for years.

I'd like to keep the hotspot to partition guests from my home network, but not at the cost of using my own network.

    From what I'm reading, iOS8 only randomizes WiFi probes, but still uses the real MAC for connections.

    Are you sure this isn't other people (neighbors) connecting to your hotspot (I get a few of those)?

    You could make the hotspot SSID 'hidden' if needed, and have your iOS devices 'forget' the network so as to stop them from automatically connecting; create another SSID for your own devices.
