Internet Band Width goes down

My client having internet speed 100 Mbps once we enable the web filter its goes down 4 to 5 Mbps. then we disable the web filter internet speed come again 100 Mbps. Sophos support team also trying to fix this for 8 months but no use.

If you have face like this issue please let me know....

For 8th months payment pending from customer.... my management is firing me.....[:S]

    What is a/the very precise and accurate description of the problem?

    Can you do a "braindump" of the situation, environment, configuration and everything you've determined the problem isn't so far?  

    Across how many versions?  Eight months could easily include later 9.1 releases, much of 9.2 and now the start of 9.3 (plus the ending 8.3 era).

    Have you been able to replicate, or worsen, the problem in a lab or with different hardware (or software)?
