How to disable WebFiltering via command line? (Putty) my webadmin is not accessible

After upgrade to 9.3005 my webadmin is not accessible. I have tried restarting it but it keeps failing.

BeyondTheRim:/root # /etc/init.d/httpd restart
:: Stopping WebAdmin                                                 done
:: Starting WebAdmin                                                 failed
:: Restarting WebAdmin

When I attempt to shutdown the system via "shutdown now" command...the system never shuts down. IT freezes halfway through. However I can issue a "restart" command and it complies.
