Block all but allowed website/games for a block of IP addresses

Title basically says it. Running version 9.208-8 "Home license". Can I setup some rules to allow a range of IP addresses on the network to access only approved websites/domain names/addresses? Our middle kid has been caught trying to get into inappropriate material more than a couple times, and he only gets to use the computer when an adult is around now. I'd like to change that, by blocking everything, and then adding back in stuff like Windows Update, Steam, WoW, Minecraft, and ESO.

Is there a guide by chance for setting up the UTM to do that?

Hi,
you can do it via application control or by web filtering.

While I appreciate the response, it really wasn't very helpful. Do you know of any guides that might help, with possible step-by-step instructions?
