Outbound VPN connectivity

I'm having 2 issues.

1) outbound PPTP connections do not work for me through UTM9.  They do work directly to the cable modem.
2) My wifes outbound VPN connection (Cisco Any Connect), I think IPsec, UDP 4500 is very slow through the UTM9.  100 down / 35 up VPN direct to modem, 2 down / 2 up VPN through the UTM9.

I tried turning off web filtering and intrusion prevention with no effect.

I tried looking through the logs for the PPTP problem and didn't find anything probably because I am unsure what I am looking for.

Any help appreciated.

    All traffic that you want to allow must be allowed by a firewall rule. Maybe that's why your PPTP doesn't function.
    You should be able to find this in the firewall log.

    Did you allready check the Rulz?

    Thanks for the suggestion..  I have 
    Internal(network) --> Any --> Internet ipv4

    I tried creating a new rule substituting "any" with "pptp" and that's a no go.

    I solved my wife's slow vpn issue, I kept restoring backups and she kept checking.  It worked last on 2/1 but not on 2/8.  I'll keep it on 2/1 until I figure out what I did.  The only things that come to mind is: 
    I created a DMZ on another NIC with another subnet. 
    I created a new DHCP range
    I blocked all traffic from the DMZ to my LAN. 
    I installed an OwnCloud server in the DMZ. 
    I forwarded all https traffic to the OwnCloud server.

    I'll set this stuff back up one at a time until I see her speeds drop.
