High Ping Spikes

I have an ASG220 with a 100M up/down internet link.

We have about 80 people internally, and another 80 accessing our network via site-to-site VPNs and IP restricted firewall rules.

Our CPU regularly runs at 50-75% load throughout normal business hours, and RAM usage is generally under 50%.

With all of that being said our UTM has regular extended periods where pings to the router or anything on the internet through the router goes up to 400-600 ms which is generally less than optimal.

So the question is 2 fold.
1) Do you have any suggestions as to why this might be happening?
2) Am I overloading my 220 and should upgrade?
