How to purchase basic license for UTM VM?

From my understanding the UTM licensing consists of "Base Functionality" plus the following optional components:

Email Protection
Network Protection
Web Protection
Webserver Protection
Wireless Protection
Endpoint AntiVirus

I see vendors like:

Sophos Internet Security | Sophos Web Gateway | Sophos Web Gateway | EnterpriseAV.com
AstaroSecurity.com - Unified Threat Management and Security Gateways

and I find licenses for each of the above subscriptions as well as for Premium support.

It doesn't seem to make sense, though it seems that the UTM VM is free for "Base Functionality", including site-to-site VPN. Only if I wanted advanced feature would the company need to pay.

Can this really be true, or is it the case that 1) Additional functionality must be purchased or 2) Support must be purchased with base functionaltiy or 3) something else?

The base license doesn't cover Site2Site VPN. It only covers the basic firewall functionality.

Site2Site is covered by the Network Protection subscription.

Standard support (via your reseller, who can open support cases for you eith Sophos if necessary) is included in every subscription.
Premium support (direct contect to Sophos) is a separate subscription.

I strongly suggest you find a Sophos reseller in your region and discuss the details with him (see Partner Locator - Sophos OEM Software, System Integration and Reseller Partners - Antivirus, Endpoint, UTM, Mobile, Email, Server, Disk Encryption, and Web Security | Sophos).
