problem with encoding in UTM9

hi,
I've changed my Astaro8 to UTM9 but I've faced problem with encoding. because the arabic letters can't be shown and I can see just unknown caracters?
is it some problems in encoding?

    I think you may be the first to report this change in behavior from V8 to V9.  Can you submit a support request via your reseller?
