we need a little bit more info:
ip addresses? did you check the physical link(cables?)?
might miss a few things, but this is something to start with

Another starting point.  On both, check your settings at Network Protection>>Firewall>>ICMP Tab.

1. what are those devices in front of your ASG(if any?), 
2. can you tell me a bith more about the history of the issue? when did it begin? which part of usage?(is this issue occuring since installation, or was everything okay last week?)

3. can you check please check the physical links  (example in last post)

when googling I encountered this can be caused by drivers or bad hardware(NIC's)

It's confusing that the WAN IPs in each site appear to be in the same subnet, but that shouldn't affect the establishment of the site-to-site.

Having the VPN endpoints behind a NAT complicates the configuration of the Remote Gateway definition on each side.  In the Head Office, the 'Gateway' must be the public IP of the NATting router at the Branch Office.  The 'Authentication type' must be one that allows the use of 'VPN ID type' "IP Address."  Finally, put "192.168.20.172" into 'VPN ID (Optional)'.

The WAN-Networks are in the same subnet.
Change this to different subnets to avoid further problems.

Why i can ping from host to host (eg. host a ping to host b) but  only gateways can Reply but went ping host Request Time Out? i have been set Static Protocol 

please take a look at the ICMP-tab in the firewall settings

i have done that~ the problem that i found is the computer it self because window 7 have 3 type sharing home,work and public. sharing must be on
