security certificates

Multiple questions in this.. 

1 is there a way to bypass the need for the security cert? We have a dorm on campus and need to be able to bypass this if possible for manpower reasons. Will it by pass the filters as well?

2. Is there a way to download the new sec cert, and need to install it to the client with the cert password? 

3.I have installed the new cert, and cannot get into this website..https://admissions.universityofcalifornia.edu/applicant ...it gives me this error in chrome.. 

SSL connection error
Unable to make a secure connection to the server. This may be a problem with the server, or it may be requiring a client authentication certificate that you don't have.
Error 107 (net::ERR_SSL_PROTOCOL_ERROR): SSL protocol error.

 any ideas?

    I'm thinking that we might move this to the Web Protection forum.

    I tried this link first without HTTPS scanning and had no problem.  With SSL scanning enabled, I received the following indication that the Univ of CA has an incomplete configuration of its webserver:

    Status unable to get local issuer certificate

    Subject /C=US/postalCode=94607/ST=CA/L=Oakland/streetAddress=1111 Franklin Street/O=University of California Office of the President/OU=IRC/CN=admissions.universityofcalifornia.edu

    Issuer /C=US/O=Internet2/OU=InCommon/CN=InCommon Server CA



    They might appreciate a heads-up from one of their feeder schools! [;)]
