Linkaggregation for Cable Modem

Hi There,
I've 2 cable modem (DHCP) with bandwidth 3mbps and 10mbps. I'm trying to aggregate my WAN connection. but after successfully bonded, the speed is not reach for 13mbps. Any clue that might help me for setting link aggregation ?

    In 'Interfaces & Routing >> Interfaces', select the 'Uplink Balancing' tab and add both interfaces to 'Active Interfaces'.  Click on the gray wrench and assign a weight of 30 to the slower connection, leaving the other at 100.  Apply.
