Let me give a couple of examples of why country-based blocking is extremely useful:
1. One of the sites I run, DealBert.net Deal Search, gets HAMMERED by BaiduSpider. Baidu (a Chinese search engine) claims they obey robots.txt, but they lie.
As our site focuses on the North American market, there is little value to allowing traffic from China, so we have blocked it, and this has significantly reduced the load on our server.
Baidu has MANY IP and network addresses, so it would be very time-consuming to create and maintain a blocklist; it's much more efficient to block the country.
2. On another site, we are getting lots of WordPress comment and feedback spam posted by people in India (I assume someone is paying them). So, we would like to block India.
However, we also have some contractors in India, and as there's no way to add an exception to the country blocking, we aren't able to block. [:(]
