Dropping Packets

So we have an odd problem going on.. I can ping out just fine and don't see any packet loss.. but if I mtr out through the astaro or into it I get dropped packets

1) is my route.. internal IP on the astaro
2) is the external IP on our lan
3) first hop 

I talked to our uplink and they don't see any problems on their end and can see issue if they ping the machine from their devices.. They said something is limiting the icmp traffic on our end.. I can find anything on our device that would do that. Could it be a bad cable also or bad switch?

I don't drop any packets at all if I do a mtr from inside to another host inside the LAN
