Can I configure in astaro a traffic quote for any ip or user (for example 20MB each).

I think the feature request at Networking: Bandwidth / Traffic Quota is what you're looking for.

Where I can find these option in Astaro??? I'm using Astaro 8.102 I didn't find it.

It's like a plugin or something ????

Currently it is only a feature request. Astaro doesn't support traffic quotas yet.
