The login for the web portal can be loaded but when I try to login I get the message invalid username/password or access denied by polcy. I suspect it is the policy because it is immediate and doesnt even try.

I have the user in the system and are not using AD as I only have about 10 users.

    Are you trying to login to WebAdmin or the user portal?
     
    In either case, has the user account been added to the allowed users list for that section?
     
    Has the network (local LAN or internet) that your trying to login from been added to the the allowed network list in the applicable section?
     
    Have you accidentally been putting in the wrong password too many times and fallen afoul of the lockout (3 tries, then 600 second lockout by default)?
     
    Can you get into WebAdmin using the default admin account to try resetting the user account password?
