With regards to slowness may not be due to Dual Scan but URL Filtering, I have a very detailed discussion here.
It is indeed True that URL Filtering can affect browsing significantly. I just need to load a CNBC Website with and without URL Filtering, the same page can load in 5 seconds without URL Filtering but up to 30 seconds with URL Filtering. Load = Until Browser below shows Done.
