Hi, AV scanning is not necessarily the issue or cause of slow http proxy websurfing.
You need to do some investigation into log files to see whether it is the IPS or your link speed. Basically each url is checked against a list. You can see the response time in the proxy log with the servers in ascending order. URL checking is more than likely your issue than anti-virus checking.
