this is because it takes some time for the preparations. This Up2Date will not be a simple 'in-place' U2D, it will replace the whole v7-basesystem while trying to keep as much data as possible.
Additionally, I think it' s a good idea to wait a little for some early fixes being directly included:
An available U2D always means a majority of customers will 'want' it asap, no matter if they really need it. Not immediately providing an U2D may save us and them from unnecessary trouble by having a chance to have the ISO GA Release run on more, but not *that* much more installations (and face problems).
