ARP request every second for same IP

How often should the Astaro be sending ARP requests? I have a network on eth06 with internet access and 3 computers connected via switch. Once to twice per second, the Astaro gateway is sending an ARP request:

2571	599.258422	Astaro_15:5e:5b	Broadcast	ARP	Who has 192.168.9.100?  Tell 192.168.9.1


But no one has that IP on my network. Is there a reason it is CONSTANTLY asking? Am I getting requests from the outside maybe that are looking for that PC? 
By the way: This is on an ASG220 with v 7.501.

    Ah I'm a n00b. I did have a pc with that IP address and there were existing legitimate requests going to it. Once I used a sterile machine and set it's IP to 192.168.9.100 I was able to see what port the traffic was coming in on. All good now.
