With the Astaro, there's a much-easier way than relying on black/whitelists. Use the Content Filter Categories instead as that not only covers currently-known URLs but also future ones.
For your list of 250, you can get a free account at TrustedSource and submit them in a text file at one time.
I suspect that it was a conscious decision to NOT facilitate mass-entry of blacklists. Our blacklist is empty. One client has three domains in their blacklist, and they could get rid of two of them (facebook and myspace) if they would add "Dating/Social Networking" to the blocked categories. Normally, you should have fewer than a handfull each in whitelists and blacklists.
We do have plans to upgrade the widget used for white/blacklists, to facilitate import/export needs as expressed, so that is coming, but yes, it is usually correctr that large lists are not needed any longer, but rather legacy lists from inefficient older-classification engines that have just been added to over the years.
Regarding large amounts of URLS, it is indeed often best to just paste them into the trusted source lookup tool, so they are all classified properly and its easier (and much more resource efficient) to handle this through the url DB.
