Best Practices - IP Addresses

We have a block of about 8 IP addresses and I was wondering what people’s opinions are on how to best and most securely manage these IP Addresses and traffic.  I am using a single DSL line.
 
When using the HTTP / POP & SMTP Proxies am I best off setting up Packet Filter Rules mapping a single External IP Address to use a Proxy service?  Basically setting it up so that all HTTP traffic would only use one address.  Or should I not worry about setting up Packet filter rules for the block of IP Addresses?  Does it even matter when using Proxies?
