When setting "top" or Group level effectivity for Rules the current icon does not alert the administrator that "some" rules may apply within the group. I would like to suggest that a different icon be used at the top or Group level to indicate that the administrator has "set" some, but not all, at the individual rule level.
Currently the icon is one of two types. Green arrow or bent "Red" arrow. I am suggesting a third that is a straight "red" arrow to indicate that some rules in the second level are active (blocking).
