alicd and new user

Hy!
I use at home with a HomeOffice Licence (Release 5.0.23) and on weekend the known "alicd not running" problem occurs. I restarted the box and tryed to install the license again. Both didnt work. 
But the bigger problem is, i cannot add new users. (without any error, the box just doesnt add a new one...)
Whats this?

    ..if u receive many alert message from the Astaro License daemon,before reboot a machine try to reset the ip counting in webadmin and restart the service from tty console;
    etc/init.d/alic restart
    or
    etc/init.d/alic try-restart
    beware install a non-corrupt license,see your registration page

    known and unfixed issue..the ip counter is still being worked on.
