5.023 license counting

Observed tonight on my reboot after upgrading to 5.023.  I had been playing with the  DHCP stuff and used several of my addresses.

When I rebooted I expected my licenses to be reset.  I did NOT use the "Reset user (IPs) listing:" feature on the licensing page prior to the reboot.  I just expected that the DHCP addresses would go away.

However, they are still there :|

    why was there a reboot after applying up2date 5.023.
    You don't need a reboot.

    Second, why should the license counter change if you didn't reset it?

    The License counter counts exactly what we want him to count.
    If that is fair or not, that is another thing.

    There had been a race condition while appling up2date package 5.022, 
    which falsly triggerd a 'license exceeded' notification.

    except of that, 
    things look fine to me.

    My firewall at home shows me exact 11 devices that communicate through the firewall, 
    and i have 9 devices installed and 2 friends come by from time to time with their laptop using dhcp, 
    so this is an exact count.

    Before starting another monster thread if this is fair or not, 
    please lets devide it into
    a) the user counting is not working properly (dhcp assigning ips which get counted does not count into that bucket)
    b) the new license checking with users based in ips communication through the firewall is not fair because of ...

    My machine did not reboot but I did lose conectivity with webadmin for 3 minutes.
    Why?
