Current users (IPs) listing

Hi,
I constantly have 20 ip's in "Current users (IPs) listing". How can that be? Does it mean anything when having an Home User License with 10 ip's?

The ip listing contains multiple of my public ip's, thats not in use. I have 16 public ip's but is currently only using 2. What i don't understand is why they are listed.
