External Interface won't renew IP

It's that time of year again in Al-uh-bam-uh (most common pronunciation here) and the storms are begining to trip my power occasionally.  This is relevent in that v5 doesn't seem to renew its IP address after the power is restored until  I log  into WebAdmin and drop the interface, wait about 10 seconds and bring it back up.  This has happened on both v5.000 and v5.001 a total of five times.

Any thoughts as to why this would have changed between v4 and v5?
