sshd restart/ssh settings

Why i am able to use ssh connection (with putty and loginuser) and in the web interface ssh is disabled?
I changed PermitRootLogin from no to yes to enable root ssh login but the command sshd restart give me "deprecated.." how can i restart ssh daemon? ps my astaro version is 3.218

At the end i restarted my firewall!! And root can login.
But i think it must be an other solution
