How-to enforce stronger passwords??

I have googled the topics of Linux password strength and find that this is typically configured in /etc/login.defs, which is avaiable in Astaro.  So, when I set the "MD5_CRYPT_EN" (maybe misspelled here) to yes and uncomment it, I am still unable to enforce passwords longer than 8 characters.  Within the file, it suggests that the "crypt()" needs to support this, which is beyond my knowledge.  Is this doable on Astaro at all and, if so, would I need to add any additional binaries or configs?  Or, would I have needed to restart any processes or the whole box?
