Cant add new Packet Filter rules

HI...

I am installing a new box, and I am attempting to clone an old config. Both the old and new boxes are 3.202. 

After I restore the config, none of the settings are changed. But worse, I cannot add any new PacketFilter rules. 

Has this happened to anyone else?

    More information. I have checked /var/log/httpd.error_log and found

    OK - I have some answers...

    1. I had a corrupt backup. It would couse any import to fail without an error message. I dont know if this was an isolated incident.

    I suspect that the process died mid-way, and then tells the middleware not to let other operatioons until the process has finished, but never does.

    2. I had a bad HDD that would self-corrupt the kernel on powerdown. 

    3. There is a BUG with restoring the backup on a new machine. The first import loaded the correct license key, but only gave me 3 interfaces.

    I then needed to blank the key and save it - unlicensing things, and then put the same key in again and activate it. This worked. 

    Then I needed to re-import the backup which worked 100% this time
